fetch configurations of prob run in order to filter simulations e.g. to create probability maps for different scenarios

Parameters: cfg (configparser object) – configuration setting, here used: samplingStrategy, varParList
Returns: probConfigs – dictionary with one key per config and a dict per key with parameter and value
Return type: dict
