compute approach velocity based on front location and time step performed for a min time difference of minVelTimeStep - max velocity location is at the center index location

mtiInfo (dict) – info on distance to front and time steps
minVelTimeStep (float) – min time step difference for computing approach velocity
- Returns
maxVel – max value of approach velocity
